[JENKINS-14913] Ability to download test standard output in junit tests reports

On the junit testReport page it would be super useful if I could download the standard output of the test. In the Error Message/Stacktrace/Standard Output page if the standard output is huge it takes a long time to select it all to eg copy to a bug report (and ctrl-A gets the entire page content vs just standard out).

Start at the JUnit testReport page and inspect the Error Message/Stacktrace/Standard Output page described in the issue. Trace how standard output is displayed, then make that output downloadable and verify that the downloaded content contains only the test's standard output.
