Add Multi Region and Multi Zone feature in GCE plugin

CURRENT BEHAVIOUR:

in GCE plugin set up we are able to select only one GCP region and and one zone of that particular selected region. due to which when GCP is terminating the pre-emptible or spot vms then there is no way the vms can be procured from other zones

please refer the screenshot below.

EXPECTED BEHAVIOUR:

we need to have multi region and multi zone facility to mitigate such kind of situation where GCP is continuously terminating the vms. Like we have facility in GCP while creating a compute engine or instance template
