Its not a bug, just an improvement.

The "Add a note to merge requests" feature uses an emoji negative_squared_cross_mark :negative_squared_cross_mark: when a failure occurs that misleads the perception that a pipeline has failed. My suggestion is to use the x emoji :x: instead.
