[JENKINS-34219] Work with github oauth (plugin)

Github OAuth plugin provides both identify and login a user, and team based authorization if enabled (ie if you are an admin of a team, you are an admin of a job that belongs to that repo).

This may make sense in a github branch source world (either to integrate with, or offer a similar oauth feature so users can quickly sign in with github and have credentials configured).
