[JENKINS-57315] Github folder should allow one reference repo per child repository

A Github folder can be configured to use a reference repo. However, this doesn't make sense for a Github org containing multiple repos: surely there should be one reference repo per Github repo?

I understand it's possible to have one reference repo for multiple "real" repos, but is that a good idea?
