[JENKINS-53198] Project level configuration for GitHub Organization (Github Branch Source)

For example, being able to set reference repo for GitHub Organization repos separately, and it also seems that the Scan Repository trigger "Periodically if not otherwise run" interval is set to 1 day on a project level, my organization configuration is set to 1 minute.
