[JENKINS-43806] Ability to exclude commit author (system user) from triggering builds

Need ability using github branch source plugin to ignore commits globally, and perhaps per project and/or branch, to not trigger on commits by specific author/committer id.  Jenkins jobs that update pom.xml or gradle build with new SNAPSHOT version number are retriggering builds.
