[JENKINS-22829] Gerrit Trigger plugin should trigger all jobs for Gerrit project, but triggers only one on 2.11.1

Our installation has several jobs configured to be triggered by Gerrit changes.

When using 2.11.1 of the gerrit trigger plugin, only one of the jobs is triggered (using the "Query and Trigger Gerrit patches" link).

When downgrading back to 2.11.0, all jobs are triggered correctly.
