[JENKINS-16330] Trigger should start two jobs, but one is never started

When triggers starts first job i see message on the gerrit:

Numbers in the brackets means that two jobs should be started. But sometimes second job is lost (sometimes it works fine). I'm not sure how to track what is the reason of that, any hints?

The issue names the gerrit-trigger-plugin but no source files or tests. Start by reproducing a trigger configured to start two jobs and investigate why the second job is intermittently lost. Done means both configured jobs start reliably and the behavior is covered by a suitable regression test.
