[JENKINS-7024] Gerrit comment: "Build Started nulljob/foo/1/"

This issue is reproduced only on Hudson which system configuration is never saved.

If system configuration is never saved, "Hudson URL" is null.

Regardless of whether "Hudson URL" is null or not, "BUILDURL" refers to it.

Before saving gerrit global configuration, saving system configuration is needed.
