Integrate sharable skills solutions like apm

## Problem
What problem does this solve?

We us the https://github.com/microsoft/apm to share our skill across the teams. We have a huge sub set of skills, rules ... which can be used by AI to analyze what happens. Currently we are struggling by some on board implantation for Jenkins.
This plugin might be close the gap.
It will be great to allocate docker image, apm install (to have latest skills) and then start step explainError().
