Research direction
Start by reproducing EC2 agent registration with Jenkins 2.179 on Windows Server 2012 and the EC2 plugin 1.43, focusing on the reported missing .pem file and “The system cannot find the specified file” error. Trace the plugin's registration path and verify that an instance can launch and register successfully without a missing key-file path.
