[JENKINS-57731] Enable to register aws ec2 slave

As jenkins master is installed on Windows server.With amazon EC2 plugin I am able to launch instane but enable to register as a slave.

As it is showing the error "The system cannot find the specified file ". As i manually check .pem file is not present at that location.
