[JENKINS-64974] Not able to set credentials for docker instances

Cannot add any docker hosts because credentials are not available to select.  I have credentials in jenkins.  They should appear in the dropdown.  I've even tried adding one on the fly but I dont see them in the dropdown.  They do appear in the manage users page.
