[JENKINS-59109] Allow user scoped credentials to be used by build step

Similar to JENKINS-47699">JENKINS-47699, the build step should allow for copying over credentials parameter bindings. This should include an update to the UI in the snippet generator to note the same warning about providing user credentials only to trusted builds.
