[JENKINS-21562] No context menus for build sub-pages

The built-in Last Success/Failure columns can pop up a menu for each build shown that give quick access to the sub-pages for that build (Changes, Console Output etc). The compact columns equivalent don't provide those menus or any equivalent, which I find very useful.

Compare how the built-in Last Success/Failure columns expose build sub-page menus with the compact columns implementation. The work is done when compact columns provide equivalent menus for each displayed build, including links such as Changes and Console Output.
