[JENKINS-69826] Add support for Jenkins as Code for folders

Hi,

I find Jenkins as code plugin a very useful in terms of managing my jenkins infra.

Sadly folders can also hold quite amount of configuration and I would be grateful if there was a possibility to store is as code.
