[JENKINS-67168] sub optimal defaults for "health" of children of an organisation folder

when you create a new organisation folder the defaults for the health metrics of children are

this is sub-optimal - pull requests etc are expected to fail and can cause performance issues with a large number of branches.

Instead the default should be to just look at the health of the primary branch
