[JENKINS-34779] configurable scm polling for github organization folder jobs

I would like to be able to configure my github organization folder to use scm polling for jobs it creates.

My Jenkins server is behind a firewall and cannot be accessed by Github. The current web hook functionality doesn't work. I need some other way to trigger builds.

Start by tracing the GitHub organization folder jobs in the branch-api-plugin component and how their SCM webhook triggering is configured. Review the existing job-creation and polling entry points, then determine the configuration and tests needed to support polling when Jenkins cannot receive GitHub webhooks. Done means organization folder jobs can be configured to trigger through SCM polling.
