Research direction

Start by reviewing how the Authorize Project plugin represents authorization for Multibranch items and how branch projects inherit permissions. Confirm the expected behavior for preventing branch projects from building arbitrary system projects, then identify the relevant implementation and test entry points. Done means authorization can be configured at the Multibranch level and the permission boundary is covered by tests.
