请问注册用户有什么作用

Description
在SDK中生成的用户最起码还有私钥，但是没有密码。在命令行中注册的用户就直接没有私钥和密码，只有公钥。不能用来签名或者其他操作，那么这个注册的账户作用是什么。数据账户也有同样的疑问。理解浅薄，希望解答一下
