Rewrite DRAFT.md

Now that we have a full reflection implementation (pending a few more merges), the draft needs revising with clearer wording for design and motivation for design choices and discussion of alternatives.

The C++ committee forbids the use of AI to generate papers so this must be a hand effort although we can presumably use AI for proofreading.

I'm inclined to try using @mpark's markdown for writing the draft.
