Proposing django-globals

I'd like to propose that we take on https://github.com/svetlyak40wt/django-globals . I've contacted the author, @svetlyak40wt , he's open to the idea and would like to know what he needs to do.

I've added a PR with tests + travis config. I'm happy help with whatever other work is needed as part of the migration. @jdufresne may also be interested since he has open PRs on the repo.

* Is django-globals a suitable candidate for Jazzband? (hopefully it's not too simple to be considered)
* What are the next steps?
