Native Android Build Relies on CPP

The newer android NDKS (I'm using 21.4.7075529) do not include a CPP binary. It's replaced by passing -E to CC (so, something like aarch64-linux-android21-clang -E).

Additionally the need to pass the correct compiler to ant via CC= should be added to the android documentation in the /www/ subfolder.

Start at build.xml around line 1141 and reproduce the native Android build with NDK 21.4.7075529, focusing on the failed aarch64-linux-android-cpp check and the reported CC= requirement. Review the Android documentation in /www/ as well. Done means the build no longer fails the C preprocessor sanity check and the documentation explains how to pass the correct compiler to Ant.
