Shift-Esc shortcut not accessible

Currently, when another modifier (i.e. shift) is held down, you lose the ability to tap for Esc.

Is there a reason for this, or a reason it can't continue to have `tap-to-esc/hold-to-ctrl` even when another modifier like `shift` is held down?

No source file or test is named. Start by locating the Lua entry point that handles modifier and Escape taps, then reproduce the behavior while holding Shift. Done means tapping the configured key still produces Escape while another modifier is held, without changing hold-to-Control behavior.
