Bug: Task marked as "Changes requested" when should be "Waiting for review..."

Here's the state of my diff on Phabricator:

Start by reproducing the Phabricator task state for an updated diff that has not yet been reviewed. Trace how the task distinguishes a requested change from waiting for review, then verify that the displayed state becomes “Waiting for review...” when Andy has not reviewed the updated diff.
