Can't run tcevent.py in Windows

What steps will reproduce the problem?

After calling the config file, simulation should start. But it won't.

What version of the product are you using? On what operating system?
Python 2.7 on Windows

Please provide any additional information below.
I've been trying to run tcevent.py but keeps on getting the error (see
attached.) All needed files are saved in the directory.

Start with tcevent.py and reproduce the Windows run using the referenced config file and attached error image. Determine why the simulation does not start after the config is called; done means tcevent.py successfully starts the simulation on Windows with Python 2.7.
