Description
In [this line](https://github.com/jaraco/cssutils/blob/faa8acdde684b4116b7e41a770e5ed0e3c77a9e0/examples/website.py#L40), I found I had to decode the cssText in order to print it, a legacy behavior. Let's figure out how to represent text naturally and encode only when necessary.
