Update oboe library

The current oboe library is outdated. It makes sense to check if we can update it. Then the android build must be tested of course.

**Has this feature been discussed and generally agreed?**

Update oboe to the latest release (https://github.com/google/oboe/releases/tag/1.10.0)

Review open pull request #3905 and the Android build configuration to confirm that Oboe is updated to release 1.10.0. Run the Android build and verify that the update works without regressions; completion means the dependency is current and the build passes.
