Document the CORBA history

**Describe the bug**
While resolving Issue #300 with PR #323, @dblevins pointed out that we still don't have a place to document the history of the CORBA story with the Platform spec. This was nicely stated in [this comment](https://github.com/eclipse-ee4j/jakartaee-platform/pull/323#pullrequestreview-630936636) on PR #323.

As we continue to work towards the proper deprecation and removal of the CORBA requirements, we need a reference to know how we got to the point we are at. We need to understand the history of these CORBA requirements so that we can properly address the eventual need to remove these requirements.

This Issue will be used to document this historical perspective. We determined that it doesn't really belong in the Platform Spec, especially as we continue to mark aspects of CORBA as Optional and with the desire of eventual removal. The most likely location is on our github pages. Another idea is to put it on the Platform wiki, but that wouldn't provide sufficient source control over the content.

Since @dblevins has the most background on this topic, I will initially assign this Issue to him. But, everyone with any input on this topic is welcome to contribute and eventually review associated PRs.
