### What is your ideal solution to the problem?

A bass-boost command would enhance the listening experience of those who like to play metal, dubstep or rock

### How would this feature be used?

There are two variations in which this feature could be installed:

Simple form (toggle on/off)
!Bass-boosting

Elaborated form (percentage)
!Bass-boosting [0-100]

### Additional Info

Only the DJ and higher can use this command.
The Bass-boost modification resets after the bot has left the channel
This means that the default is no bass-boost (when the bot joins a channel)

The request may seem similar to request #475 but I put emphasis on an increase of the undertones only.

Review linked pull request #809 and the related request #475 first, since this feature may already be under implementation. The requested behavior is a DJ-or-higher bass-boost command supporting toggle or 0–100 percentage input, with the setting reset when the bot leaves the channel.
