[Feature Request] Track announcement messages to Discord channel

### Is your feature request related to a problem? Please describe.

I would like to have an announcement message posted to a specified Discord channel when a new track starts playing.

### What is your ideal solution to the problem?

Admin can set a channel to post to when a new track starts playing. The post message should include a configurable list of metadata from the track (Title, Subtitle, Album artist, Album, Year, #, Genre, Length), plus the playlist name the track is from, if it is from a playlist.

### How would this feature be used?

Used when using the bot in a radio like mode to advise members of currently playing track. Having additional meta data/playlist displayed will allow playlists to be setup as 'shows' and display more useful information to listeners.
It would be nice if you could have the extra meta data displayed in other places too, such as the voice chat description. :-)
