There are equations about facilities and component counts that are unlike anything in planzero. Find out if there is data available for these estimators and figure out how to combine the emissions they predict with the emissions reported through e.g. Petrinex.
I'm looking at e.g. Equation A3.2-12.
This might relieve the huge hack of multiplying fugitive vented emissions from oil and gas by a magic factor of 2.5
