Allow to use other Telegram packages

This reporter uses the `telegex` package, while it is suitable for me and I really like it, and in addition that it is easy to setup, there may be other developers that prefers to use other Telegram packages or even the one they already have integrated in its tools and applications.

I think it may not be so hard to implement but it requires time. I can't promise to develop this option with a specific deadline but:

- Anyone is completely free to suggest the support of another Telegram package. Please, do it! We could review together and try to implement it. Feel free to open an issue with the suggestion.
- Anyone is completely free to open a PR adapting the reporter to be used with another package. I encourage you to participate in this project.

This issue can be a meta issue to link other proposal issues and to discuss about general aspects.

Issue #2 is a meta request rather than a scoped change: it names no alternative Telegram package, files, tests, or entry point. First review any proposed package or linked proposal issues, then define the supported package and integration scope. Done would mean the reporter supports a specifically selected alternative package, but this issue alone does not define one.
