Add GitHub source links to reports

This feature helps people go right to the source files that need to be edited, allowing for quick reference to the surrounding context and possibly even letting people make fixes with the web UI.

Since we have the source path in the link check and repo info via GH Actions, this shouldn't need any extra inputs. It may require separating the CLI reporter into a GH-specific version though.
