Inconsistent behaviour of GTO in Studio vs. CLI

In Studio GTO adds the `{e}` counter to tags even in version registration tags, whereas by default in CLI it does not. It would probably make sense to add the counter to all GTO-generated tags by default (it can always be removed by the `--simple` flag).

Start by locating the tag-generation paths used by Studio and the CLI, then compare their handling of the `{e}` counter and the `--simple` flag. Done means GTO-generated version registration tags use the counter by default in both interfaces, while `--simple` removes it consistently.
