Enforce names from IndicePA in usedBy

The `usedBy` field is a free text field as defined by the publiccode.yml spec.
However, for the Italian case we would like to encourage that consistent values are used. We should replace the text field with a combobox that allows free editing but still performs an IndicePA search and shows a dropdown.
The value should be in the form `Name (iPA)`.
