[Admin page/text block] deleting text from DB on updating streetcode

**Reproducible:** always

**Preconditions**
To reproduce this bug ypu must a have a streeetcode with filled text block

**Steps to reproduce**
1. Go to admin panel
2. Click on update streetcode
3. change something

**Actual result**
Text in text block is gone on admin page and DB

**Expected result**
the text should appear in the text block and on streetcode pages
