[Admin page/streetcode update] enable date field after picking first date

**Reproducible:** always

**Preconditions**
to reproduce this bug must have a streetcode with fieled dates.

**Steps to reproduce**
1. Go to admin page
2. Click on update streetocde
3. Scroll down to date block

**Actual result**
after picking frst date date field still disabled

**Expected result**
after selecting the first date, the date field should become available
