fixed display of the tag modal window on mobile devices

**Reproducible:** always

**Preconditions**
to reproduce the bug, you need to create a streetcode or open the page of an existing one

**Steps to reproduce**
1. Go or create and go to streetcode page with tags
2. Click on tag in tag block

**Actual result**
on mobile devices (screen width < 769px), a tag modal opens when you click on one of the tags

**Expected result**
on mobile devices, the tag modal window should not open

**Postconditions**
tags should become non-clickable
