Partners block

**As a user, I would like to see main partners on the main page and be able to learn more about them and go to their web-resource**

**Description**
This block will allow to user to view Main Partners and read more about them

### Acceptance Criteria
1. Block is displayed according to [mock-up](https://www.figma.com/design/jD2lHHBof7RrXWZqiUr0MU/HistoryCode?node-id=1-10555&t=U9ullVJNt8BRfpMu-0)
2. Title ‘Наші партнери’ is present

3. Main Partners are displayed under the Title ‘Наші партнери’ according the [mock-up](https://www.figma.com/design/jD2lHHBof7RrXWZqiUr0MU/HistoryCode?node-id=1-10555&t=YGbBloT5xxClBTvQ-0)

3.1 The link ‘Всі партнери’ for "Desktop" are displayed according the [mock-up](https://www.figma.com/design/jD2lHHBof7RrXWZqiUr0MU/HistoryCode?node-id=0-1&p=f&t=797eXGKGqeZGIOaS-0)

4. Hovering the mouse over a Partner displays a Pop-up in which user can read information about this partner
5. The Pop-up contains;
• logo of a partner as an image – mondatory field
• the Name of the partner - mandatory field
• description about the partner
• web-resource, and media links of this Partner (if they were added by the admin side).

6. Clicking on the partner's web resource and media links will redirect the user to the partner's website in a separate tab
