[Admin] In field 'Топонім' toponyms are duplicated

**Preconditions**

1. Go to the site.
2. Login as admin.
3. Click on 'Новий стріткод'.

**Steps to reproduce**
1. Scroll down to 'Топонім'.
2. Pay attention to all toponyms.

**Actual result**
The toponyms are duplicated, for example - Роман Шухевич, Святослав Хоробрий.

**Expected result**
The toponyms shouldn't be duplicated, but they can be entered differently in the Ukrposhta database, for example, Роман Шухевич and Шухевич Роман, because the name is indicated differently in different settlements.
