[Admin/Art gallery block] The system doesn't display a counter set at 400 symbols in the discription field to the loaded image in the "Арт-галерея" block

**Preconditions:**
1. Go to the site.
2. Login as admin.
3. Open the new StreetCode page or the StreetCode page for editing.
4. At least one image is loaded on the StretCode page.

**Steps to reproduce:**
1. Go to the "Арт-галерея" block.
2. Hover cursor to the loaded image in the "Завантажити арти" field.
3. Click on the "Попередній перегляд файлу" icon on the image.
4. Enter data to the discription field in the "Додаткові дані" modal window.

**Actual result:**
The system doesn't display a counter set at 400 symbols.

**Expected result:**
The system displays a counter set at 400 symbols.
