May I kindly suggest the second "by" on this line isn't needed.

Currently:
"Enforcement
This should be enforced by tooling by checking the return type (and return value) of any assignment operator."

Suggested:
"Enforcement
This should be enforced by tooling checking the return type (and return value) of any assignment operator."
