Description
### Checklist
- [x] I have searched for [similar issues](https://github.com/isl-org/Open3D/issues).
- [x] For Python issues, I have tested with the [latest development wheel](https://www.open3d.org/docs/latest/getting_started.html#development-version-pip).
- [x] I have checked the [release documentation](https://www.open3d.org/docs/release/) and the [latest documentation](https://www.open3d.org/docs/latest/) (for `main` branch).
### Proposed new feature or change
I noticed that the latest release 0.19.0 does not support Python >= 3.13 yet. Luckily, the latest wheels do and this solved our immediate problem. I think it would be worthwhile for a new release to be made (0.20 then probably) that does support Pyhon >= 3.13.
For us, and maybe others, (defnitive) adoption of Open3D will depend on this.
