Request for a skinnier open3d package without visualization and examples

### Proposed new feature or change

Open3D examples and visualization code requires additional dependencies that are not needed for deployments using the core data structures and algorithms. The dependencies amount to 200-250 MB additional of size.
Following dependencies are only installed to support visualization and examples:
dash
tqdm
pandas
pillow
scikit-learn
pyquaternion

Request:
Build and publish a skinnier version of the open3d package that removes examples, visualization and associated dependencies.
