### Proposed new feature or change

I would like to request the addition of the "seed" parameter to the "sample_points_poisson_disk" function in Open3D. Since the release of Open3D 0.16, the "seed" parameter has been removed from the function, resulting in inconsistent results when sampling points. This is making debugging more challenging.

Could you please explain why this parameter was removed and add it back to the "sample_points_poisson_disk" function in the upcoming 0.17.1 release? This feature is critical for many users.
