Description
### Checklist
- [X] I have searched for [similar issues](https://github.com/isl-org/Open3D/issues).
- [X] For Python issues, I have tested with the [latest development wheel](http://www.open3d.org/docs/latest/getting_started.html#development-version-pip).
- [X] I have checked the [release documentation](http://www.open3d.org/docs/release/) and the [latest documentation](http://www.open3d.org/docs/latest/) (for `master` branch).
### Proposed new feature or change
Just like :
`open3d.geometry.PointCloud..create_from_depth_image(depth, intrinsic, extrinsic=(with default value), depth_scale=1000.0, depth_trunc=1000.0, stride=1, project_valid_depth_only=True)`
and the correspondig functionality in open3d.t.geometry:
` open3d.t.geometry.PointCloud.create_from_rgbd_image(rgbd_image, intrinsics, extrinsics=(with default value), depth_scale=1000.0, depth_max=3.0, stride=1, with_normals=False)`
it will be nice to have the stride parameter as sampling factor to support coarse point cloud extraction in
`open3d.geometry.PointCloud.create_from_rgbd_image(image, intrinsic, extrinsic=(with default value), project_valid_depth_only=True)`
