### Checklist

- [X] For Python issues, I have tested with the [latest development wheel](http://www.open3d.org/docs/latest/getting_started.html#development-version-pip).

### Proposed new feature or change
I am aware of the existing methods such as `core::linalg::kernel::cross_3x1` and `core::linalg::kernel::dot_3x1` that work on arrays. The tensor dot product for singleton tensors and cross product for tensors of shape `{2}` and `{3}` would be very useful.
