Feature request: create an issue for the next upcoming release that is closed with the release

Feature request triggered by packages I maintain depending on #3065.

**Describe the solution you'd like**
Now that #3065 has been closed on your side (which I fully understand and agree with, from your point of view) I no longer have a dependent issue to track in my repo: the bug has been fixed, but before I can take advantage of the fix in production (as opposed to testing) I need the next Open3D release to be available on PyPI (in a stable form, so not using per-platform wheel references).

If there was an Open3D issue I could track in my issues that would make life a lot simpler for me.

**Describe alternatives you've considered**
At the moment I have a mailbox full of issues on many of my repositories that depend on an issue in another third party repo that has been closed, but the fix isn't available yet for the "normal" workflow for my repository.
