Python support for Azure Kinect color controls

There isn't an interface to set the color controls for the Kinect capture devices. Gain, exposure, white balance, are all supported by the k4a API, but the Open3d interface does not include them.

I could see this as either a separate portion of the config JSON file, or as a method to get and set the values, but there should be some way to control these parameters.
